Power Stewards can create their own job header !
To actvate this feature the admin needs to save a switch setting at the bottom of
Configuration>Owner Options
After this switch is saved, Job Stewards, ALL OF THEM, will be allowed to create their own jobs.
After a job header is created or edited, an email is sent to those users in the SKILL group, RSS feed.
This group is not automatically created so when you choose to get notified in this manner the group must be created and the user assigned.
It is important that the name of the new skill be spelled exactly, RSS feed.
